Written approval comes before connection

Cape Town's public guidance says all solar PV and battery systems need written City authorisation before installation, using the ApplyForSSEG workflow and the Energy Services tile on e-Services. If a salesperson promises a quick install while portal registration, City review, and professional sign-off are still outstanding, slow the deal down.

A CoC on its own is not enough

The City states explicitly that a Certificate of Compliance alone does not authorise connection to the distribution network. If consent is missing, the homeowner can face service fees and possible disconnection.

DB-wired systems are treated as grid-tied

Since October 1, 2023, Cape Town treats all embedded generation systems wired into the home's distribution board as grid-tied installations. The City's homeowner guide also says the owner, installer, and ECSA registered professional must first register on e-Services for Energy Services access.

One critical installer question

Before I sign, will you handle written Permission-to-Install, ECSA-linked sign-off, and the City process before the DB-wired system is commissioned?

Walk away if the installer says a CoC is enough, says registration can happen later, or cannot explain how the City classifies DB-wired battery and hybrid systems.

R140,000 to R260,000 is a realistic starting band for a compliant 5 kW hybrid system with roughly 10 kWh of lithium storage, before roof repairs, distribution-board work, or engineer and meter extras.

Why this city prices differently

Cape Town prices often climb once ECSA sign-off, application admin, AMI requirements, export-ready metering, and heritage or sectional-title complexity are priced into the job instead of hidden outside the quote.

Export credit note

Cape Town's export pathway can matter, but only after approval, the right tariff, and bidirectional metering are in place. A quote that promises feed-in value without covering tariff migration and meter readiness is incomplete.

Incentive note

Do not budget around expired incentives. The national household solar tax rebate ended on February 29, 2024, and Cape Town's temporary 25 c/kWh Cash for Power incentive in the 2025/26 budget was approved only until June 30, 2025.

Extra costs to pull into the quote

Pull AMI meter charges, engineer sign-off, application handling, protection changes, and any meter-box work into the written quote. Those extras can materially change the final price even when the inverter-and-battery package looks competitive.

Cape Town questions people usually discover too late

These are the city-specific issues that tend to change the job, the quote, or the admin risk after a homeowner has already started talking to installers.

Can my installer run the Cape Town application for me, or do I need to do it myself?

Usually it is a shared job. Cape Town's process lets the property owner appoint a proxy on e-Services, so an installer can run the admin, but the owner still needs to exist in the City system and the right stakeholders need to be linked correctly. If a contractor says they will handle everything but never asks you to set up or authorise anything, slow the deal down and ask exactly how the City file will be submitted.

If I only want backup batteries or a hybrid inverter, can I treat the system as off-grid in Cape Town?

Not if the system is wired into a City-supplied home's distribution board. Cape Town's public guidance says all new solar PV and battery systems connected on the consumer side of the municipal meter are handled through the SSEG path. For homeowners, that means no-export is not the same thing as no City process.

If I want Cape Town export or Cash for Power later, what should be in my quote now?

Ask for the export path to be designed in from day one: tariff migration, the right meter pathway, and paperwork that does not stop at basic permission to install. Cape Town's FAQ material treats export as part of a wider billing setup, so a cheap backup-only quote can become expensive if you try to retrofit export readiness later.
